Chapter I

Introduction

1.1 Introduction

Non-Governmental Organizations "NGOs" especially charity organizations were introduced worldwide from a long time; they act as an important partner in development of any society.

The term, "non-governmental organization" or NGO, came into use in 1945 because of the need for the United Nations "UN" to differentiate in its Charter between participation rights for intergovernmental specialized agencies and those for international private organizations.

On the other hand, NGOs are growing as they are needed to fill the social space that both the government and business sector cannot or would not fill.

So, NGOs have a variety of functions such as:

- Enhancing the knowledge base (science, policy and law)

- Advocacy and lobbying

- Membership in national delegations

- Ensuring transparency

- Contribution to compliance review and enforcement as well as dispute settlement procedures.

- Supporting international secretariats

- Broader functions of NGOs in international environmental governance.

And employee satisfaction is "essential to the success of any business. A high rate of employee contentedness is directly related to a lower turnover rate. Thus, keeping employees’ satisfied with their careers should be a major priority for every employer" (Gregory, 2011).

Satisfied employees will perform their work more effectively is the basis of many theories of performance, reward, job design and leadership, while managers and lay people are thought to believe in what has been called the ‘happy–productive worker hypothesis.

1.2 Purpose of the Study

As a result of reviewing literatures and previous studies, most of these studies show the positive impacts of implementing quality management practices on the governmental and profit organizations' Staff Satisfaction.

So, this study will study the impact of implementing total quality management practices on the NGO's Staff Satisfaction.

1.3 Problem Definition

NGOs in Egypt face a lot of problems; such as the low level of volunteer and employees’ satisfaction, a high rate of volunteer and also employees’ turnover, the lack of funds, and other problems which lead to instability and negatively affect the sustainability of the organization.

This study will help practitioners in the field of NGOs to raise their staff satisfaction especially volunteers and employees and in the same time, which will help them to increase the staff retention and make a motivational volunteering work environment.

This study will try to fill a gap in previous studies by studying the effect of quality management practices on staff satisfaction of NGOs, as previous studies, either studied the effect of quality management practices on staff satisfaction of profit organizations, or studied the effect of quality management practices on NGOs management systems as a whole, and not specified on staff as general or staff satisfaction.

The main research problem is: Does the implementation of TQM practices has an effect on the job satisfaction in NGOs?
