- Year 2015 marks 25 years, since first human development report has been introduced. Till 2008, 600 reports have been prepared in over 130 countries with many themes focused on human development. There are many nations who used HDI wisely and improved. As per the 2010 report graph chart the situation is as follows:

- Norway 0.79 – 0.944 position 1 - 1

- India 0.369 -0.537 position 138 – 137

- Pakistan 0.356 -0.537 position 146 – 146

15 Human Development South Asia 2015- The Economy and the People, Mahbub-ul-Haq Human Development Centre Islamabad; As per The eighteenth report which addresses the issues of connection between economic growth and people’s lives. The report critically analyses economic policies, policies for employment, food security, education, health and women’s empowerment and concludes that to sustain economic growth and advance human development South Asia needs high level political commitment.

2nd BDA – SUMMIT 2015

16. After attending the above mentioned summit I reviewed some records. As per world meter clock estimated world population has been doubled from 3 Billion to 6 Billion since 1959 to 1999. It will take further 39 years to increase by another 50% to become 9 Billion by 2038. However the annual growth is currently declining and projected to continue to decline in the coming years.

17. Pakistan is the 6th largest country by population in top 20 countries i.e. 189 Million, 2.516 % of the total world population. The Pakistan’s population rate is also slowly declining since 1980 till 2015 from rate 3.25% to 1.67% respectively.

18. Fertility rate is also declining since 1985 to 2015 from rate 6.44% to 3.22% and till 2020 the global 6th rank will shift to 7th rank. Overall literacy rate has been decline from 60% to 58% as per Pakistan economic survey2014-2015. The target as per UN MDGs Pakistan was required to increase in literacy rate to 88% by 2015. Despite spending slightly over 2% of its budget on education, the government could not improve the education sector.

19. Although Pakistan GDP growth rate 4.14 % in 2015, but an increase in amount of goods and services is not the ultimate criteria of nation’s development.

20. When I attended “2nd Open-BDA Summit 2015” I have realized that only economic growth through data collection projects could not enhance the human choices in Pakistan . The choices that people make are related to the concept of capabilities and functioning. A nation may own or be able to use the technology and add value for intrinsic or for instrumental reason. But if the nation is unable to use its full capacity (due to any reason) then having a technology and big data would not create the big difference.

The foundation question of this approach are the “who, where, and how of development and not only the what of development”

21. This is the time of advance human development through technology and big data in Pakistan . Realizing its full capabilities, the only way to achieve progress in a country is to fully understand the current situation with as much detail as possible. Exact measurement might seem challenging but the collection of data for automation is as just important as the development of new policies. Automation of human development, administration and analysis is necessary in a way that avoids simply treating data as a statistics. While considering that inter-country comparison and disaggregated quantitative data are often difficult because of the different definitions and methods used in measuring things. We can use the data for governance performance based on various indicators i.e. economic governance, political governance, and civic governance.

22. This big data summit could be helpful for Pakistan but If the use of technology have no” DOCTRINE” for the overall automation of economic growth and human development of Pakistan, what the technology can alone do while moving alone in multiple direction for the economic growth only!

23. It’s time we must emphasis on history, theory and other determinants of HDI , we must consolidate and analyze already available approaches and develop updated automated concept, test or evaluate them for acceptance or rejection , write and publish a doctrine, educate the Pakistani people and apply those concept with their help through technology. This effort is mandatory for national security of Pakistan.

24. If we see Developed Human and Developed Labor are the two products which a society used to produces continuously. Other two factors of production land and capital and their productivity is completely dependent upon the quantity of labor and quality of human. Presently Pakistan’s population is approximately 189 Million; 60.09 Million is in Labor while working age population is 132.24 Million. Approximately 50 % population is not working. We can imagine the mental and psychological state of static minds. They may be good labors but they turn into gold only through human development approach.

25. Here question also arose that is there any demand for developed humans instead of labors in the Pakistani market? And if there is then who are the suppliers?. Do Pakistani market really value human development index or they are just vocal instruments. Economics is the science of choices which is supposed to be out of fallacy errors but still there are many errors in the perception of Pakistani market for profits, revenues and stability. The world moved from the “Ergoner’ state to the “Arête state” and we should remember we are the part of this world. Economic world doesn’t care who want to change or who don’t, it only care everyone suppose to……!

Conclusion

26. By putting people’s happiness at the centre of development, we can truly promote equity, productivity and efficiency, participation and empowerment and sustainability. The understanding of accumulation of net momentary pleasures vs. a life
