Barangay Concepcion Grande is one of the Barangays in Naga City, Camarines Sur. It is an Urban Area with a population of 2,184 (2011-2013). It is subdivided into seven (7) zones. The committee on Health and Social Welfare assists the people in health and other social welfare services. It is believed that the level of performance and efficiency of the Barangay officials can be seen in a dedicated, systematic and consistent implementation of the health and social welfare programs to its citizens. The study, therefore, would like to assess the level of availment and satisfaction on Health and Social Welfare Services of the households in Barangay Concepcion Grande, Naga City, Camarines Sur. Findings of the study may be considered as significant inputs in efficient and effective delivery of basic services to all people.
STATEMENT OF THE PROBLEM
This research aims to determine the relationship of the availment and satisfaction of health and social welfare services of households in Barangay Concepcion Grande, Naga City for the year 2015.
Specifically, the study seeks to answer the following questions:
- What is the degree of availment of health and social welfare services of households in the Barangay?
- What is the degree of satisfaction of health and social welfare services of households in the Barangay?
- Is there a relationship between availment and satisfaction of health and social welfare services of households in the Barangay?
SCOPE AND DELIMITATION
The study will focus on the Availment and Satisfaction on Health and Social Welfare Services of the households in Barangay Concepcion Grande, Naga City, Camarines Sur. It includes the primary, secondary, and tertiary health programs and services. It also includes the social welfare services for the children, youth, elderly and the persons with disabilities. It covers sixty-six (66) households in the Barangay.
THEORETICAL FRAMEWORK
This study encompasses on availment and satisfaction of people in the barangay level. It would be justified satisfactorily in the degree of availment and satisfaction depending on the Barangay’s performance and leadership specifically the committee of Health and Social Welfare.
According to Thomas Packard’s concept of Leadership and Performance in Human Services Organizations (2007), leadership is commonly seen as an important variable affecting organizational performance. He also defines Leadership as often seen as a key factor in coordinating and aligning organizational processes.
The Trait Approach Theory (Packard, 2007) suggests that there should be a certain characteristics of effective leaders. In spite of the questionable premise of trait theory as originally conceived, recent research has identified some traits associated with effective leaders: intelligence, self-confidence, determination, integrity, and sociability (Northouse, 2004).
Lack of skills is not a hindrance in adequate performance. According to the Leadership Skills and Competencies Theory (Packard, 2007), this skills approach suggests that leadership abilities can be developed, whereas traits are more inherent in an individual. This approach is most prominent in leadership development programs that focus on identifying specific competencies that are important in a leadership setting. Leadership competencies have been defined as the combination of knowledge, skills, traits, and attributes that collectively enable someone to perform a given job (Zenger & Folkman, 2002).
Contingency theory (Packard, 2007) suggests that there is no one best way to lead and those different behaviors are appropriate in different situations.
The Leadership and Organizational Culture Change Theory states how leaders can create or transform cultures (Hatch, 2000) to deliver high-quality, effective services and on the kinds of leadership associated with a culture that is supportive of effective services. This is a key dynamic because culture is a medium through which leadership travels and impacts organizational performance.
To achieve such adequacy in barangay, a leader should be credible to suit the functions properly or by other means achieving such adequacy through other means, as Trait Approach Theory (Packard, 2007) suggests that there should be a certain characteristics of effective leaders. This study will be utilizing as the basis of the contingency theory of Packard (2007). Leaderships vary according to the situation confronting the leader. The leader should come up with appropriate measures to deliver high quality and effective services.
CONCEPTUAL FRAMEWORK
This portion presents the charted skeleton of the elements that the study focused.
The conceptual model of this study is shown in Figure I. the figure illustrates the relationship of availment and satisfaction on Health and Social Welfare Services offered in Barangay Concepcion Grande, Naga City, 2015.
The independent variable is availment consisting of the different programs on Health and Social Welfare Services. The dependent variable is the degree of satisfaction brought by the availment of the Health and Social Welfare Services in the community.

Health services include all services dealing with the diagnosis and treatment of disease, or the promotion, maintenance and restoration of health. They include personal and non-personal health services. These are the most visible functions of any health system, both to users and the general public. Service provision refers to the way inputs such as money, staff, equipment and drugs are combined to allow the delivery of health interventions.
Improving access, coverage and quality of services depends on these key resources being available; on the ways services are organized and managed, and on incentives influencing providers and users.
Social welfare services are actions or procedures that cover the basic well-being of the individuals and the society. They may be provided as a citizenship right, or negotiated in the market, and managed by governments and institutions
