Norm and life cycle functions
Other functions that the UN play is a hand it has in the norm of life. In its definition norms encompass accepted a code of conduct which applies to behavior. Sometimes the graveness of a given matter pressures a state to act or vice versa disallows a country to take any action. The international politics besides being politically embedded its complexity is also built on social activities which are formed within a given frameworks defined by guidelines and norms. In this case, standards are not born in a vacuum, but they must conform to the already existing terms of behaviour (Adler 2007). So how this does perspires to be one of the functions of UN? The United Nations actually should act not only as a monitor but also a reflection of state internalization and acceptance. It serves as an organizational foothold, but this depends on the needs of the promoters of the norms. The whole idea of the development of these standards as stated previously is not an event but a process. These processes allow the provision of a good view through which critical point can be reviewed in the development, also gives a guideline on when and how the United Nations should participate in the life cycle. So why are norms important in the functionality of the UN? They are consequential in determining international relations since they describe boundaries of what should and can be done when dealing with different situations and how the states are supposed to behave. State actions do influence norms and an institution like UN because it’s a mutually constitutive process which develops a state to a given degree. The norms play a significant role in international laws due to their relation to the customary laws which lay the basis for the global laws.
Gender equality and protection of human rights
As noted above the United Nations plays primary international functions which initiate and promote international laws through the creation of treaties, resolutions, conventions, declaration among many other services. But these roles have been overly documented and debated well after the Second World War due to the significant role it plays in the world political landscape. It is an explicit representation of a non existing global government. Nevertheless, the UN impact and contribution in matters that pertain to gender cannot be overemphasized. The laws are laid out apparently starting with the preamble of the chapters which define that UN has faith in fundamental human right, worth of the rational person, dignity, and equal rights for men and women. It’s due to these provisions of law that the United Nations has formed many entities and agencies which deal with gender issues. The organization has sponsored and supported some conferences that push for these rights. The UN support and commitment to the advancement and promotion of gender equality, non-discrimination and eliminating violence against women is incomparable. They are significant contributions that the organization has made towards gender equality and the most notable were CEDAW which advocated for the elimination of vice practices against women in 1979. Then in 1995 the Beijing Declaration and Platforms for Action, followed by other preceding conference named Beijing +5, +10 and +15 respectively. Other respectable organization involved in pushing these agendas includes the Commission on the Status of Women, UN Women and UNIFEM. Not to forget UNDP or United Nations Development Program which is involved with the Millennium Development Goals has included in their goals the pleas of women (Women UN 2015). But beside the interventions of all this special organization, most women are still lagging behind and still suffer discrimination, marginalization, and violence. The contribution they make towards the development of the economies and their countries are still minimal. So this calls for more effort from this specialized agents and focus should be kept on the women educations, health, rights and bridging in empowerment gap between them and their male counterparts. The International Court of Justice has a significant role in ensuring that its statute recognizes convention, resolutions, etc. made by the UN. Thus any declarations and resolutions made which relate to gender are essential in the ratification, adoption, and implementation of being a measure to improve gender equality and relations.
III.METHODOLOGY
- The conceptual model
The UN is a system within many systems hence its structure, members states and process do interact within an environment which is built by the organization. Thus a methodology which comprehensively diagnosis’s both private and public organization is applicable; it should analyze its interaction capacity and the different units within the UN. Based on the literature review some methodologies would be involved to able to capture the three functionalities expressed above. The methods fit the research in the study because they are pragmatic and effectiveness-focused. The knowledge of behavioral science is important for an organization because it helps a system assess its present status and recommended procedural improvements and structural changes. An open-system on other side permits for an objective analysis of interaction among the players within the UN decision-makers, their members’ interdependence and their political relation.
Then as noted earlier the open-system model is the most suitable for diagnosis of an organization, due to its ability to analyze systems within a given framework. It applies several characteristics which reflect better not only interactions dynamics within any given system but also the impacts that a system is bound to suffer. Any organization is often affected by external conditions in very different ways. A given environment affects the flow of resources or inputs, organizational output and the decision making process.
The effectiveness of any organization is seen through its ability to attain the set goals while using fewer resources and effort. Also, this plays a significant role in perception building since they portray the organization on outside environment; hence it guarantees them a continued flow of inputs or resources and an increase in its interaction capacity (Gutner 2016).
Systems elements, i.e., input and outputs, structure, member, process, surrounding environment and culture are all connected and do influence each other. Changes in the structural complexity affect the functionality of any organization which will impact the internal and external environment as well as its processes and culture.
