Like the captain of a ship, OCHA makes sure that everyone is performing their job to the best of their ability, and like a captain, it constantly searches for new methods to increase the speed of the ship or the efficiency of response. The actual tools of these are in the needs assessments as well as monitoring and evaluation. Needs Assessments, are the important first response to give the evidence-based response to any type of crises. Even though this might sound counterproductive to just sending aid immediately and assessing later, these exercises allow the exact needs of each group to be met. This also allows OCHA to organize aid by those who truly need and the rate at which it is needed. Tools for this include: the standardized document called the Humanitarian Needs Overview template, Kobo toolbox, an open source software for data collection in the field, and many other tools.

Monitoring and evaluation is the other method that the UN OCHA uses to coordinate different organizations. Created in 200 by General Assembly Resolution 51/194, the Evaluation function contains two type of evaluations. The first is internal evaluations which is used by OCHA to assess its own activities, and internal-agency evaluations of which OCHA manages for the humanitarian system. The goal of these evaluations is to serve as objective analyses of where there are inefficiencies in the global humanitarian aid system.

In terms of coordination strategy for OCHA, their strategy is to increase coordination. OCHA serves as the branch of the UN dedicated to overseeing and organizing the other agencies in the case of a humanitarian crisis. After 2005 The UN as well as other NGOs saw the need for some type of coordination to increase the aid giving ability of Humanitarians worldwide. The result was the formation of the Cluster approach, and the overseeing of humanitarian responses and cluster coordination by OCHA. OCHA has served its purpose to facilitate sustainable solutions, promote preparedness and prevention, and overall increase the efficiency and predictable of humanitarian aid. By increasing efficiency, OCHA has saved many more lives than a world filled with unorganized NGOs spread across the globe, trying to do the best they can at responding to natural disasters individually.
