One of the first functions of executive is to implementing the laws. Despite the fact that the executive has to work within the frame work of the law, implementing laws can’t be considered as one of its main functions. Its core function is to enforce all the functions required to ensure the State’s interests of the company. For instance, one of the services that are conducted by government agencies is to provide public services. As been said above, because the government takes charge of all fields of society, economics, culture, security and it have to report them to the National Assembly in permanent periods, it is called the Vietnamese executive body.

INDIVIDUAL OPTIONS IN IMPROVING THE POLITICAL OUTCOME

In the present age, it is supposed that the government should be built as the following:

Based on purposes, organizing Ministries under the aims of serving for social demands such as the Ministry of Defense, Foreign Affairs, Justice, Transport, etc.; Based on areas, organizing a ministry responsible for all of the policies of the central government to the local levels; Based on the service object, organizing a ministry that provides management services to a permanent group (as children, veterans, etc.); Based on the process. Organizing a ministry takes charge of all expertise activities such as accounting, statistics, etc. (Ngo, 1999)

Particularly, the Vietnam’s Government should reduce the number of its bodies and leave few departments in Ministries or Committees. The ministries will be responsible for planning development policies and the departments will take charge of managing the operation. Government and the Prime Minister should focus on directing policies, constructing legal documents and monitoring the implementation of policies to avoid running purely administrative work of the authorities. These policies must be consistent in order to achieve this goal and is expressed through legislation, legal documents and reports to the National Assembly, the State President. Also, the Government should regularly monitor the implementation of policies at the local and policy adjustment. For the National Assembly, it should supervise the Government tightly to ensure the concentration of power as a principle of organization of the state machine of Vietnam into life. Moreover, it should strengthen the policy decision function, monitoring, organizing, staffing, budget, accounting and control of the National Assembly.
