Next I went for leveling the personal-Learning objective for all alternatives, I increased the Security and Safety objectives by 15% for each level of learning trade-off therefore increasing the Security & Safety for:
- Alternative 1 => lowering from “medium” to “0” the learning objective => 1 level => 15% on Security & Safety.
- Alternative 3 => lowering from “great” to “0” the learning objective => 2 levels => 30% on Security & Safety.

As a consequence of the leveling of the Personal-Learning objective it was removed not having any more influence because all alternatives have the same score.

This also produces that Alternative 1 – China has a lower score than Alternative 2 – Spain in all categories and therefore is discarded, leaving “alive” only 2 alternatives.

The next even-swap step was to balance the Professional objective. I consider that increasing up to the same level this objective can be balanced by reducing 15% on Security & Safety as well as in Quality of Life from Alternative 2 – Spain.
