Reasonable public funds invest

China should try to follow the example of successful countries. Currently, the Chinese government spends 5% total GDP to developing health, but 80% of resources are concentrated in the major cities that have only 15% of the country's population (Zhang, 2016). The most important implement for government is to invest more money in social services and develop of health care systems for elderly people, especially in countryside areas. Also, the government should be able to spend more money to develop technology in some sectors like agriculture to reduce the need for a large labor force and thus, a shrinking workforce will be less of concern (Zhang, 2016).

Postponing the statutory retirement age

The average retirement age in China is 55, which currently 6o years old for man and 50 years old for women, (Tejada, 2015). So, the government has to push back retirement age so that healthy elderly work longer to release pressure from lacking labor force and make more contribution to economic development. The Chinese government is going to unveiled new retirement age in 2017 and implement five years later (Tejada, 2015).

Promote second child policy activity

The Chinese government should increase the number of public kindergartens, and increase investments in public education to reduce tuition costs. Moreover, the government should encourage enterprises to give more flexible work hours for women who have two children to let them have enough time to take care children, and also encourage fathers to make more contribution in the rearing of their children (Zhang, 2016).

Conclusion

From its founding until today, the Chinese government had carried out two birth policies to address problems in the different periods. The one child policy had been criticized in a long time. On the one hand, this policy is working through the issue of the population growing so fast, on the other hand, the Chinese government fails to perform the obligation which is protecting human beings. Moreover, the one-child policy brings new serious issue aging population.

Thus, in reality, this two child policy is aimed only at addressing an aging population. Overall, commentators fully support the second child policy even some of them support to abolish all restrictions. However, the second child policy was far from achieving the desired results. Moreover, many families are not willing to have two children due to economic issues. So, I believed that the government has to keep improve this policy and give more financial assistance for families which have more than one child to promote policy activity.
