In 2001, basic service operators were given permission to provide limited mobility services based on code division multiple access (CDMA) technology. However, the limited mobility services were more or less competing directly with fully mobile services. This led to disputes between mobile operators and basic service operators, hampering investments and growth in the sector. Subsequently, to put an end to this dispute, the Telecommunications Regulatory Authority of India (TRAI) introduced the Unified Access Service Licence (UASL) in November 2003, wherein a UASL licence can provide access services based on any technology. The basic service operator can convert to UASL by paying the fees required. All the basic service operators providing limited mobility services converted to UASL and are now providing mobile services based on CDMA technology.

CDMA operators were late entrants into the mobile services market. With more and more subscribers opting for GSM, the share of CDMA subscribers has been declining steadily. It came down from 30 per cent in March 2005 to 5.6 per cent in December 2014.

Fixed-Line Services

From 2007-08 onwards, this segment has been witnessing a declining trend in its subscriber base. The fall in the fixed segment can be attributed to the migration of fixed-line subscribers to the rapidly growing mobile segment. At 26.6 million as of March 2015, fixed subscriber base declined by 6.6 per cent y-o-y.
