Evolution of the Policy
The CAPTA has gone through some changes throughout the time is has been around. It was originally enacted in 1974. It also went through some amendments throughout the years such as The Child Abuse Prevention and Treatment and Adoption Reform Act, The Child Abuse Prevention Challenge Grants Reauthorization Act of 1989, the Drug Free School Amendments of 1989. The Child Abuse Prevention and Treatment Act was amended and reauthorized by the Child Abuse, Domestic Violence, Adoption, and Family Services Act of 1992. CAPTA was further amended by the Child Abuse Prevention and Treatment Act Amendments of 1996 which amended title I, replaced the Title II Community-Based Family Resource Centers program with a new Community-Based Family Resource and Support Program, and repealed Title III, Certain Preventive Services Regarding Children of Homeless Families or Families at Risk of Homelessness. The latest amendment is the CAPTA Reauthorization Act of 2010 which amended both titles I and II (Child Welfare Information Gateway, 2011). These amendments were necessary to make due to the constant change and need of families being met. As the years went by the needs of families' changed therefore asking for a change in the policies.
