Moreover, an IT funding model will also be appropriate to the development of the data center infrastructure for Ghana Technology University College/Coventry University. However, the main factors that need to be taken into consideration include the following;

- An overview of IT infrastructure investment

- A systematic linkage of IT investment to the university’s business strategy

- A baseline on the project and the cost of ownership, which include the operating cost and amortization of replace cost of the hardware and software.

- The establishment of an IT reserve fund that will enhance operational funding for the establishment of an IT reserve

Approach to the development of data center facility for Ghana Technology University College/Coventry University

The development of the data center and IT infrastructure for Ghana Technology University College/Coventry University will be narrowed to three main areas and these include the data center facilities, infrastructure services and a service delivery plan.

The data center facilities

The data center facilities will include the following

- The evaluation of the data center capacity

- The forecast of the future on the need for data center facility

- Measure for optimization use and operational existing facilities

- The need for additional of future data center capacity at the university

Infrastructure services

- The current IT infrastructure will be evaluated

- Identification of the need and value in connection with the rationalization of the IT infrastructure in relation to the data center, servers, storage, the management of the data, the IT management system, software integration, security and the backup for data discovery.

- The detail specifications that will determine the standard infrastructure of the facility to support the services at the Ghana Technology University College/Coventry University graduate school

Service delivery plan

- The operating environment for the adoption of the data center facility to enhance customer satisfaction and service delivery

- An effective infrastructure facility that can contain the data center infrastructure

- A path line for the consolidation of the data center and IT infrastructure

- A start-up capital for the maintenance of the data center and IT infrastructure

- A corporate governance model for the maintenance of the Data center and IT infrastructure

The Work breakdown structure (WBS)

The main roles and responsibility of the project include the following

Executive committee steering—the executive steering committee are the main personnel who will provide strategic decision and supports for the initiation of the project. This committee will also be responsible for setting the priorities of the project. Also it will provide measures for possible challenges that will inhibit the achievement of the project.

The stakeholders committee—the stakeholder committee will be responsible for the apprising of the project initiatives progress, and provide possible findings with suitable recommendations that will enhance the achievement of the project objective. Moreover, the stakeholder committee will also provide possible approaches that will the delivery of the project.

The project directors—these are the program leaders who will be responsible in the management and execution of the project scope. Also, the project directors will ensure that there is an effective planning, coordination and communication of the project, so as to facilitate quality service delivery.

The management advisory team—these personnel’s main responsibility is to provide guidance to the scope of the project, the approach and the communication method to be used. Also, this team will solicit support for the scope of the project and provide inputs on key project decisions that will facilitates the delivery of the project

The project manager—the project managers will coordinate the plans for the project, the possible timeline for the completion of this project, the resources and activities, quality assurance and the reporting status of the project for the completion of this project

The project teams—the project team will be responsible for the executing and assessment of the project, as well as the planning activities that is related to the development of the data center facilities.

The project support—the team within the project support will be responsible for the providing of administrative supports and coordinate the logistics
