Troops to attack Cuba, creating the Bay of Pigs fiasco in 1961. Kennedy accepted responsibility publicly, but privately blamed the CIA and obtained the resignation of longtime Director Allen Dulles and others. He also implemented NSAM 55, transferring control of paramilitary operations to the Defense Dept. Following that, General Charles P. Cabell, Deputy Director of the CIA , went around Washington calling Kennedy a traitor. The CIA solicited the services of the Mafia to kill Fidel Castro. In 1963, Kennedy was preparing to amend the National Labor Relations Board statutes and various Internal Revenue Service statues that would prevent foreign flag shipping from being exempt from American income taxes.
