Due to the globalization, people now can easy compared different university in different state through internet before make a decision. Internationalizing of education is one of the importance strategies by the Great City University to become more competitive. So, Great City University have to build up their international reputation by creating high quality partnerships and collaborations worldwide that give a positive contribution to the research of their academics, the educational experience of students and the reputation of theirs institute because internationalizing play a importance role in enhance research, education and employability. Internationalizing of education can help to enhance educational experience and employability of students to enable graduates to remain competitive and distinctive in the global employment market, it can help Great City University become more competitive and attract most foreigner students and recruit most able academic staff from around the world to become a university which are highly regarded around the world.
2.4 Infrastructure improvement
Great City University also can improve the resources and infrastructure of university which effective and efficiency allocate resources to ensure financial viability and address technology, facilities and other infrastructure needs. Improve academic facilities, living and dining facilities, and recreational and athletic spaces can help to enhance the technological and leaning infrastructure required for a vibrant academic environment and student life. The main objective of improve infrastructure of university is to improve study conditions to increase students satisfaction which can help to reduce the number of students who drop out of university and increase the number of student who attend the class and also number of graduates finishing within the standard period of study. Besides that, improve quality of student services provided by administrative employees also can help Great City University save waiting time to maximize the collegiality, effectiveness and efficiency of the administrative employees of University and reduce the non-value added cost. When apply this strategy, the problem which need to overcome by Great City University is they have to ensure the financial are stable and enough capital to improve the infrastructure.

To evaluate whether graduates from Great City University is remain competitive and distinctive in the labour market, percentage of employment in graduate level jobs six months after graduation can be use by Great City University and students when choose a university.
