Rather it made the case as to how behind the veil of green revolution a capitalist project was tailored. As economy doomed to all low a market driven agriculture was devised favouring an entry of pesticide, tractors, bank loaning etc.
In this phase we can argue that rural economy was favored and reverse trickle down theory was managed whereby benefits of rural economy will have positive implication on nations economy.

For the first time congress system was broken by an emergent coalition party to power. This phase has been well described as the low of Indian politics. Indira Gandhi to win back the lost mandate after Janata govt debacled not keeping up the coalition commitment, ushered for garibi hatao slogan. It is believed that since most of India’s poorer citizenry stayed in the hinterlands , remote areas.. through this political slogan aim was to win back the power projecting an intention to empower the poor.

On the one hand acc to Dev the rural economy despite the projection of gain due to LPG factor in opposition showed the falling trend in rural agriculture input owing to lack of basic arrangement like roads, electricity. The govt. burdened itself with subsidization with no real investment in factor assets.
On the other hand, due to domestic and international demand of implementing good governance making the people’s participation a reality, 73rd and 74th amendment act was passed at the floor of the house giving legal backing to rural and urban governance. Legal structure was devised to make sure that all the fallacies which were from time to time made evident by various committees constituted for the analysis were covered under its ambit.
Conclusion
We can not project a linear scenario on who have been more powerful across the decade. The situation have changed as per the space, time and demand and politics.
