Moreover, healthcare issues can be eliminated by application of difference theory of John Rawls. Based on this theory, the least advantageous people need to be helped first (Rawls, 2004). This shows that, in healthcare issues, the government shall care about the vulnerable people the most, especially the older and disable ones. In this case, the government shall take more responsibility on unaffordable people who are living under poverty line. These people cannot afford healthcare service cost in both public and private ones.

To make it work, the government needs spend a lot of money. Today national budget is not enough for this expenditure. Therefore, the distributive justice of John Rawls shall be applied. In this case, the government can increase financial support through the distribution from wealthy people. However, to ensure the distributive justice works smoothly, the government needs to make it work through social cooperation. The reliable institution shall be established for managing the distribution and fund provided by wealthy people. Taxation shall be imposed against wealthy people for increasing budget for health care. Government needs to make sure that there is no corruption in health sector, especially in managing and allocating budget, fund, and distribution.

- Conclusion

In conclusion, health issues in Cambodia are very serious today; therefore, there would be mechanisms to fight against them. Equality of opportunity and difference theory of John Rawl are only the mechanisms applicable for making these situations better. The least opportunity people need to be served first and help them rid out of poor health care service. Corruption in health sector needs to be eliminated; and opportunity to access health care services shall be just. However, application of John Rawls’ theory will limit the freedom of some people.
