cut import tariffs on polyester film resins

Pakistan "Business Chronicle" March 6, 2013 reported that the Pakistan Federal Board of Revenue issued a notice on March 5, the import tariffs of polyester film resins (PET Film grade resin)is cut from the current 20% to 8%.

Polyester resin is mainly used to produce BOPET packaging film, its raw material is PTA. Currently, the whole production chain from the PTA to BOPET already achieves localization in Pakistan. BOPET import tariff is 20%, PTA is 3%.

4. Korea launches anti-dumping investigation on oriented polypropylene film from China

January 7, 2013, the Korean Trade Commission issued a notice, saying that according to the application, decided to launch anti-dumping investigation on the oriented polypropylene film from China, Indonesia and Thailand, the case involving products’ Korea Customs Tariff No. 3920.20.0000 and 3921.90 .2000, dumping investigation period is July 1, 2011 -2012 on June 30.

5. EU cancels the anti-dumping measures on Brazil, Israel and India polyethylene terephthalate film

November 6, 2012, the European Commission announced that, due to the member countries; enterprises did not institute sunset review application for the anti-dumping measures on the polyethylene terephthalate film originating in Brazil, Israel and India , it decided since 2012 November 7 formally abolished the anti-dumping measures.

May 2000, the EU started the anti-dumping investigation on the polyethylene terephthalate film originating in India; August 2001, the European Union made sure of the final ruling on the case. November 2004, the EU extended the anti-dumping measures to the products involved imported from Brazil, Israel.

1. SKC (Jiangsu) high tech plastic film production projects completed in Nantong, Jiangsu

October 29, 2013, Nantong Development Zone SKC (Jiangsu) High Tech Plastic Co.Ltd polyester film project completion ceremony was held, two PET production line in operating. From Korea, Japan, China’s government leaders and collaborators attended the completion ceremony. June 2011, South Korea SKC joint SK China Co., Toyo Aluminum Co., Ltd., Itochu Plastics Corporation, Itochu Metals Ltd., Toyobo Co., Ltd. joint venture in Nantong Economic and Technological Development Zone established SKC (Jiangsu) High Tech Plastic Co.Ltd, a total investment of $ 300 million. After a year of construction, covers an area of 250 acres was officially completed a factory in Nantong. The completion of the production line mainly produces environmentally friendly shrink film, optical film and the solar cell film, provide green plastic film products for food production enterprises and electronics manufacturers in China.

2. Mitsubishi Resin Polyester Film Suzhou Co., Ltd. completion ceremony was held

October 24, 2013, Mitsubishi Resin Polyester Film Suzhou Co., Ltd held a completion ceremony. Currently Mitsubishi Resin’ international market share is 1st in the polyester film used in LCD screen, in response to China Optics polyester film substantial growth in market demand, Mitsubishi Resin established Mitsubishi Resin Polyester Film Suzhou Co., Ltd in Suzhou City, engaged in the manufacture and sale of polyester film the new company’s main products include polyester film, diffusion film, prism film polyester film.

3. Film manufacturer Klöckner Pentaplast Group invested € 5.5 million to build additional capacity 8000 tons of polyester film

The company September 16, 2013 announced that it will spend 45.6 million euros ($ 60 million) in Europe, China and Brazil for expansion.

Newport plant in the UK will add a production line, increasing 8000 tons production capacity of polyester film, and add 15 employees. The total investment amounted to € 6,000,000. In Portugal, Klöckner Pentaplast company will invest 5.5 million euros to add 8000 tons of polyester production capacity.

Remaining funds will be invested in China (new 6600 tons of shrink film capacity) and Brazil (new coating and laminating 1,200 tons of production capacity).

4. Bonset in Uruguay establishes a new PET shrink film production line

Bonset Latin America SA Uruguay Canelones plan to install a new production line at its factory for the production of ethylene glycol-modified shrink film.

This will be the first such production line in South America, is expected to put into operation in 2014.

5. Toray will expand packaging film production capacity in Asia

Toray Industries Company in April 2013 said it will conduct a series of investments in Asia in order to improve the Group’s food packaging vapor deposition film production capacity. Toray’s Toray Advanced Film will construct a set of vapor deposition production equipment in Fukushima plant for the production of aluminum coated polypropylene (PP) film for packaging purposes, is expected to put into operation in October 2013.

6. Tong Feng Electronics subsidiary establishes a New BOPET production line

Tong Feng Electronics (600,237) December 19, 2012 night announced that the company owned subsidiary - Anhui Tongai Electronic Material Co. Ltd., a new BOPET production line has been recently disposable feeding successfully, officially entered the pre-production stage.

Notice said that this production line mainly produces polyester film capacitors and sublimation transfer ribbon film products, are mainly used in electronics, printing, magnetic materials, imaging and industrial fields. Project will further meet the market demand for domestic and foreign customers, accelerate the company’s existing product structure adjustment, the company’s positive impact on long-term development.

1.3 PET Film Industry Development Trend

Chinese BOPET film started late, industrial production began in 1974, just before the reform and opening-up, there are only -Second Film Factory of Ministry of Chemical Industry, Sichuan Dongfang Insulating Material Factory, Shanghai Chemical Production Factory, total production was thousands of tons, low yield, poor quality. After the reforms , BOPET film industry has rapid development, mainly through the following stages:

(1)Slow stages of development: in the 1980s, as BOPET film was applied to sensitive areas, the former Ministry of Chemical Industry Second Film Factory in 1985 first introduced the Japan Steel Works melt extrusion
