ITB Clause

Amendments of, and Supplements to, Clauses in the Instruction to Bidders

A. General

ITB 1.1

The Employer is: The Government of Afghanistan, represented through the Afghanistan Civil Aviation Authority (ACAA)

The name and identification number of the Contract is: Flight Inspection “Flight Check “for

Herat and Mazar-e- Sharif Airports DVOR-432/DME-435

Ref. No.: ACAA/94/NCS-001/ISSS

ITB 1.2

The Intended Completion Date is: Three Month from Signing date of Contract.

ITB 2.1

The Project is: Flight Inspection “Flight Check “for

Herat and Mazar-e- Sharif Airports DVOR-432/DME-435

The public funds are identified as: AFG 440212

ITB 4.2

The Qualification Information and Bidding forms to be submitted are as follows: As stated in ITB 4.2

ITB 4.3

The information needed for Bids submitted by joint ventures is as follows: As stated in ITB 4.3

ITB 4.4

The qualification criteria in Sub-Clause 4.4 are modified as follows:

ITB 4.4(a)

The minimum required annual volume of Services for the successful Bidder in any of the last ten (10) years shall be: US 600,000.00 $

ITB 4.4(b)

The experience required to be demonstrated by the Bidder should include as a minimum that he has executed during the last five (5) years the following: Two similar contracts of minimum each value; USD 160,000.00.

Either the company should have 3 years of experience in flight check of the navigation equipment contracts or all the key staff working for the company should have 5 years of experiences in flight check of the navigation equipment.

ITB 4.4(c)

The essential equipment to be made available for the Contract by the successful Bidder shall be:

1. An aircraft equipped for the required Flight Check,

2. An Expert of Flight inspection

3. Expert of the ground equipment,

4. Software needed to upgrade the software of the equipment,

5. Spare parts for maintenance of the equipment.

ITB 4.4(e)

The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be: US$ 57,000.00.

ITB 4.5

Subcontractors’ experience will not be taken into account.

B. Bidding Data

ITB 8.2 and 18.1

The number of copies of the Bid to be completed and returned shall be: One original + two copies + 1 CD.

C. Preparation of Bids

For Clarification of bid purposes only, Purchaser’s duly authorized Agent’s address is:

ITB 11.1

Language of the bid: English

Note: The bidder who wins the contract will provide the translation of contract and bid document in one of the National Languages of Afghanistan (Pashto/Dari) at its own cost.

ITB 12.1 (f)

The additional materials required to be completed and submitted are: None

ITB 13.4

The Contract shall not be subject to price adjustment in accordance with Clause 6.6 of the Conditions of Contract.

ITB 14.1(a)

Local inputs shall be quoted in: USD

ITB 15.1

The period of Bid validity shall be 60 days after the deadline for Bid submission specified in the BDS i.e. up to 30/01/2016 at 14:00 Hrs local time

ITB 16.1

The Bidder shall provide: a Bid Security (issued by bank) using the form included in Section 3, Bidding Forms

Bid security shall remain valid for 28 days beyond the validity of bid i.e. up to 27/02/2016

submit either a confirmation letter from a correspondent bank in Afghanistan or a certification from the Afghanistan Central bank with bid security.

The bid security should be in original, scan or copy of bid security is not acceptable.

ITB 16.2

The amount of Bid Security shall be US$ 3,200.00 (Three Thousand and Two Hundred US Dollar)

ITB 17.1

Alternative bids are not be permitted.

ITB 17.2

Alternative times for completion are not permitted. If permitted, the range of acceptable completion time is: Not Applicable

If alternative times for completion are permitted, the evaluation method will be as follows: Not Applicable.

ITB 17.4

Alternative technical solutions shall be permitted for the following parts of the Services: Not Applicable
