Panhandlers in Houston

Overall, I believe the county should focus on improving the unincorporated areas and if citizens in the county are complaining about panhandling or solicitation they can try to elect someone else in the commissioners court. Also, the county may want to try and raise taxes to fulfill the county citizens wants in public. As far as city ordinances, they are well protected under the Texas constitution, but solicitation can be changed by the county government. If the city of Houston wants to keep their regulations over pan handling they need to get the public involved. Getting citizens involved can be difficult, but not impossible. Pan handling can be some of peoples only way to receive funds and exercise their freedom of speech. It is up to one of the governments to take those rights away and when they do it is also up to them to help those in need. If you can’t beat them you might as well join them.
