also has a children’s fund that provides support for children in Michigan with special health care needs that are not available with any other funding source. This Fund is called the Children With Special Needs Fund (CSN FUND) and it helps with the purchase of equipment and services that promote optimal health, mobility, and development, thus enhancing the lives of the children and families in need. Michigan provides a comprehensive database of services and technologies that are available with one click of a button, giving individuals all the information they need.

The Michigan department of Health and human services is a great way for the special needs population to accesses services. MDHHS has a web site that provides links to almost anything clients would need to know, they also have a phone number and individuals can also go into the office to speak with someone in person. Due to funds Michigan is unable to have everything other states may have when it comes to any additional assistive technology and even if the state had it, not all of the consumers are able to get it due to the lack of funds. This causes many issues, thus making it more difficult for the consumers as well as the caregivers. Without the additional assistive technology it makes it harder to care for other individuals who live disabled lives.

WisTech is Wisconsin’s assistive technology program funded under the AT Act of 1998, as amended. WisTech provides information on selecting, funding, installing and using assistive technology. Assistive technology (AT) is any product or device that enables people with disabilities to improve their independence and quality of life in the community, at home, at work, and at school (“Wi Facets”, 2014). AT items include commercially-made equipment, custom-made devices or common products that have been modified to serve a specific need.

Wisconsin family assistance center for education, training and support (WI FACETS), is an organization that supports parents and children with special needs. They provide information and educational classes that help support children to make sure that they are learning and getting through the educational aspect of their lives. They also offer training to help them get jobs and keep them, as well as provide workshops that have live action scenarios so that they are ready for whatever obstacles they may face. This organization also offers parent support groups so that parents can share and discuss ideas on how to help their children (“Wisconsin Department Of Health Services”, 2015).

There are some assistive learning tools that are available but not in Wisconsin, for example the personal FM listening systems. A personal FM listening system transmits a speaker’s voice directly to the user’s ear. This may help the listener focus on what the speaker is saying. The unit consists of a wireless transmitter worn by the speaker and a receiver worn by the listener (“Weta”, 2015). This could be a very beneficial piece of technology for individuals who live with disabilities, and could be prove to be a useful service if offered in the state of Wisconsin. Services could prove to be more useful for different states, depending on the population of the special needs clients. However, there is no way to know exactly how each disabled individual learns or functions better, depending on the services available.

No matter how an individual seeks the services needed for special needs, each state has their barriers. Many of these barriers are shared from state to state, while many of them may affect one state, but not the other. Some of these barriers can include funding, time (assessing needs of clients), the lack of AT experienced teachers, few sources of staff training with an emphasis on education, and parents and/or caretakers need to be educated on their rights. Regardless of the state in which one resides, with Americans with Disabilities Act (ADA) and Individuals with Disabilities Educational Act (IDEA) on board, assistive technology opens many doors for education, social interaction, and future employment. It seems as though all states have the same approaches with services under different names.
